Sr. Assistant Manager/ Manager, HR

My client is a international Renewable energy developer seeking an Senior Assistant Manager / Manager, HR with a strong focus on Talent Acquisition. The successful candidate will be an individual performer, responsible for the end-to-end recruitment process. This position also requires involvement in key HR functions and ensuring compliance with company guidelines. The ideal candidate will have regional hiring experience and be fluent in both Mandarin and English.

Key Responsibilities:

Talent Acquisition:

  • End-to-End Talent Acquisition: Manage the full recruitment lifecycle, including job postings, screening, interviewing, and onboarding of new hires.
  • Regional Recruitment Expertise: Lead hiring efforts across multiple regions, particularly in Mandarin-speaking markets, understanding regional labor markets and talent trends.
  • Talent Pipeline Development: Build and maintain a strong pipeline of qualified candidates for current and future hiring needs.
  • Stakeholder Management: Work closely with hiring managers to understand role requirements, advise them on market trends, and ensure effective recruitment strategies.
  • Candidate Experience: Ensure a positive candidate experience through timely communication, transparent processes, and professionalism.
  • Employer Branding: Contribute to employer branding initiatives, promoting the company as an employer of choice.
  • Market Research: Conduct market research to stay ahead of recruitment trends, compensation benchmarks, and best practices.
  • Reporting and Analytics: Provide regular recruitment metrics and reports to HR leadership, tracking progress against hiring targets.

HR Operations:

  • Payroll Management: Oversee and ensure the timely and accurate processing of payroll, ensuring compliance with legal requirements and company policies.
  • HR Policies & Guidelines: Assist in developing, updating, and implementing HR policies, procedures, and employee guidelines to ensure consistency and compliance across the organization.
  • Employee Relations: Support the HR team in managing employee relations issues, ensuring the resolution of conflicts and promoting a positive workplace culture.
  • Compliance: Ensure that the organization adheres to all local labor laws and regulations, particularly in regions with specific legal requirements.
  • Onboarding & Offboarding: Manage and improve the employee onboarding process, ensuring new hires are well-integrated into the company. Assist in offboarding processes as needed.
  • HR Systems & Documentation: Maintain accurate employee records and HR documentation to comply with legal and organizational requirements.

Requirements:

  • Experience: Minimum of 5 years of experience in talent acquisition, with knowledge of HR operations (payroll, policies, etc.).
  • Language Proficiency: Fluency in both Mandarin and English (written and spoken) is a must.
  • Communication Skills: Excellent interpersonal and communication skills with the ability to interact effectively at all levels of the organization.
  • HR Operations Knowledge: Experience in HR operations, including payroll processing, employee relations, and policy creation.
  • Analytical Skills: Strong analytical mindset with experience in using recruitment metrics to drive decision-making.
  • Knowledge of Recruiting Tools: Proficiency in applicant tracking systems (ATS) and other HR tools.
  • Regional Hiring Experience: Deep understanding of regional job markets and recruitment nuances, particularly in the Asia-Pacific region.
  • Education: Bachelor’s degree in Human Resources, Business Administration, or related field.
