Permitting and Stakeholder Director (Offshore Wind)

Opportunity to join the senior project leadership team of a major offshore wind project in France as

Permitting and Stakeholder Director. Reporting to the Project Director, you will be responsible for all permitting and stakeholders aspects across the project including:

  • Developing and implementing the most appropriate strategy for effective stakeholder and permitting management
  • Monitoring key KPIs for the follow up of STK action.
  • Ensuring the delivery of the permits.
  • Budget preparation (and preparation input to Capex/Opex budget).
  • Maintaining constant relations with key stakeholders.
  • Communication towards public and press and coordinating activities with Permitting and Stakeholders team members.

This is a full time, staff role based in Northern France. To be considered for his role you must be fluent in French and English and have a clear understanding of local authorities, permitting and stakeholder engagement at Director level or similar.

Role:

  • Ensure that the resources in the team are well coordinated and that the scope of work and deliverables are clearly defined for all resources in the team.
  • Be responsible for the budget, planning, quality, HSE of the department, in close collaboration with the other project’s departments and under the responsibility of the Project Director.
  • Provide input to the DEVEX, CAPEX and OPEX budgets.
  • Ensure that the project complies with its legal, regulatory and contractual obligations, for the department’s scope of work.
  • Ensure smooth collaboration for following-up and achieving the project’s undertakings and commitments under the tender rules (Cahier des Charges) such as hours of social insertion, recourse to SMEs.
  • Establish and maintain the register of all stakeholders.
  • Ensure the statutory and non-statutory consultations with all the stakeholders to the project, in relation to the development, construction and operation of the project.
  • Ensure coordination and alignment between the project and RTE’s EIA and permitting activities.

  • Ensure that all consents, permits, authorisations and approvals are obtained in due time within the project’s quality and HSE standards and within the budget.
  • Follow up of the consents and permits assessment by the Authorities including responding in due time all requests and follow-up engagement with all stakeholders, up to delivery of consents and permits by the Authorities.
  • Follow-up of legal recourse (if any) against consents and permits in coordination with Legal team.
  • Ensure statutory and non-statutory pro-active consultations with all related stakeholders.
  • Contribute to defining and following-up all project’s risks and mitigation related to permitting and stakeholders.

Requirements:

  • Substantial experience at Director level or similar in public relations and representations in various context, including with politicians and institutional counterparts at regional and national levels.
  • Extensive knowledge of the French legal and regulatory frameworks related to offshore renewable permitting.
  • and consenting, and in particular offshore wind.
  • Detailed knowledge of the institutional and political French environment
  • Experience with consent and permitting processes in the offshore renewable industry is essential.
  • Strong leadership skills (integrity, vision/strategy, communication, relationships, persuasiveness,
  • influence, adaptability, teamwork, coaching and development, decision-making and planning).
  • Effective social and public relation skills.
  • Fluent in French and English.
